காஷ்மீர் பள்ளத்தாக்கில் வாழும் இந்துக்களின் பாதுகாப்புக்கு அச்சுறுத்தல்: RAW எச்சரிக்கை!

Threat to Hindus in Valley: RAW

Pranab Dhal Samanta
Posted online: August 28, 2008 at 0049

The Centre is deeply worried about the security of the Hindu community in the Valley after intelligence reports of militant outfits planning to target them to create communal unrest.
Based on these reports, National Security Advisor M K Narayanan met members of the Hindu Welfare Society during his recent visit to Srinagar and asked the state to intensify security in areas inhabited by the Hindus. The matter was also discussed in a meeting of the Cabinet Committee on Security, which met on Wednesday to take stock of the situation in the state.

The concern grew after a detailed report from the Research and Analysis Wing (RAW) was submitted to the PMO recently. The report, based largely on communication intercepts, stated that Mushtaq Ahmed Zargar, one of the terrorists released after the IC-814 hijack and now heading an outfit called Al Umar Mujahideen, has issued instructions to target Hindus in the Valley, government buildings and public property.

Similarly, the agency has shared specific inputs about the Hizbul Mujahideen leadership issuing instructions to target Hindus in Kishtwar. The RAW has conveyed that the Sikh community too may be under threat from Hizbul cadres. It has also received information that Lashkar-e-Toiba has strengthened its presence outside the Valley in Rajouri and has apparently carried out reconnaissance operations to attack local Hindu religious sites. While law-enforcement authorities are corroborating this information on the ground, the Centre has made it clear that there should be no let-up in increasing security for minority groups.

Reciprocity and Hindu anger

Francois Gautier August 19, 2008 16:15 IST

Once upon a time, there was a tiny village in South Arcot district in Tamil Nadu, called Kuilapalayam. Now Kuilapalayam is like hundreds of villages around Pondichery: it is peopled with Hindu Vanniars, poor, living off agriculture, usually a few meagre fields of cashew nuts. But then Kuilapalayam just happened to be in the midst of Auroville, the international township founded by the Mother of Pondichery based upon the ideals of the great yogi and revolutionary, Sri Aurobindo.

Thus Kuilapalayam prospered: Its inhabitants learned trades needed for the city: carpenters, masons, craftsmen, and some of its children attended Auroville's schools and were educated along with Western kids and in time graduated and went into white collar jobs. From a few bicycles 40 years ago, Kuilapalayam today has motorcycles, tractors, cars, vans, cable television, cell phones, etc. The main road of Kuilapalayam, which used to be only shady huts, became lined with fancy shops which sold everything, from vegetables to handicrafts.

And then the unavoidable happened: A Kashmiri from Chennai heard about Auroville and the prosperity of Kuilapalayam and understanding that he could make a packet with so many Westerners passing though Auroville, he opened the usual shawls and carpets shop in the village. Now Kuilapalayam never counted a Muslim amongst its population in its 1,200 years of recorded history; but in true Hindu tradition, this one was welcomed and nobody raised any objection, although he was competition for some of the other shops.

Our Kashmiri Muslim, seeing his success, called his cousin in Kolkata, who came and opened another shop; and that one phoned his friend in Mumbai, who also landed up and opened a third shop. Still nobody found anything to say. Kashmiris are sociable fellows and they quickly made friends with Westerners, so business was booming, till they were seven or eight Kashmiri shops in Kuilapalayam. And again nobody complained, even when the fellows started doing their naamaz in the open. "Isn't God everywhere and isn't He Krishna, as well as Allah?" said one of the villagers.

Then Rathinam, one of the young boys of Kuilapalayam who had gone to study in Delhi, told his parents when he came back, about the fact that not only were no outsiders allowed to buy land or start a shop in the valley of Kashmir, where the shopkeepers came from, but that 400,000 Hindus were chased out of the valley by terror. His parents started talking to their friends and there was the first hint of resentment against the newcomers.

Fifteen days later, the Amarnath row exploded. Rathinam's father went to see a group of Kuilapalayam Kashmiris having tea and told them that Hindus never complained about the government giving billion of rupees in subsidies to Indian Muslims so that they can visit their most holy place, Mecca. But when Hindus, he continued, need shelters, toilets and basic facilities at a height of 15,000 feet to worship at Amarnath, one of the holiest places of Hinduism, why do you Kashmiri Muslims deny it to us?

The Kashmiris looked a bit uneasy, then replied that anyway the Amarnath ice lingam had been discovered by a Muslim shepherd and that Muslims had always welcomed their Hindu brothers to Armanath. But this did not convince the Kuilapalayam man who had heard from his son that many grenade attacks had happened over the years on the Amarnath pilgrims. And anger has started mounting in Kuilapalayam.

So, it is all a question of reciprocity. Most Hindus are peace-loving people. The average Hindu that you meet in a million Indian villages, such as Kuilapalayam, is easy-going and accepts you and your diversity, whether you are Christian, Muslim, Parsi or Jain, Arab, French or Chinese. He goes about his business and usually does not interfere in yours.

In fact, Hindus go even a little further, they hate trouble and go out of their way to avoid it. Have you noticed how every time there is a possibility of a strike or riot, Hindus stay home? Or how -- forget about rioting -- Hindus never speak up, complain or protest in a united manner? There is a UN Human Rights Conference on terrorism in New York coming up on September 9, and they have been desperately trying to get Hindu survivors of recent bomb blasts to testify; but no one is willing to come forward.

Despite that, everywhere in the world Hindus are hounded, humiliated, routed, be it in Fiji where an elected democratic government was twice deposed in an armed coup, or in Pakistan and Bangladesh where Muslims indulge in pogroms against Hindus every time they want to vent their anger against India (read Taslima Nasreen's Lajja to know more).

In Assam, Tripura, or Nagaland, Hindus are being outnumbered by Bangladeshi illegal immigrants and terrorised by pro-Christian separatist groups while local governments often turn a blind eye.

Yet, in 3,500 years of known existence, Hindus have never invaded another country, never tried to impose their religion upon others through force or even conversion. No, rather it has been through peaceful invasions that Hinduism has stormed the world, whether in the East -- witness Angkor Vat -- or in the West today, where the by-products of Hinduism -- yoga, meditation, Ayurveda, pranayama -- have been adopted by millions.

Hindus also gave refuge to all the persecuted minorities of the world, from Parsis to the Jews (India is the only country in the world where Jews were not persecuted) to Armenians and Tibetans today. The first Christian community of the world, that of Syrian Christians, flourished in Kerala, thanks to Hindus' tolerance; Arab merchants were welcomed by Hindu rulers to do trade and live in India while practicing their religion, from very early times.

Thus Hindus, who accept everybody and welcome all religions, allow Indians from other parts to trade next to them, as it happened in Kuilapalayam, do not receive in return any gratitude and the same respect.

So, sometimes, enough is enough. At some point, after years or even centuries of submitting like sheep to slaughter, Hindus, the most peace-loving people in the world, those Mahatma Gandhi once gently called 'cowards', those who cringe in their houses at the least sign of a riot, erupt in fury, uncontrolled fury.

Instead of trying to pour water over the fire, instead of appealing for calm and communal harmony, political leaders, journalists as well as spiritual leaders would do well to look at the root cause of Hindu fury, and try to address their demands and frustrations.

The volcano of Hindu fury erupts sometimes

INSTEAD of calling an all-party meet to resolve the Jammu and Kashmir row, the government would do well to try to understand the fury of Hindus and not limit the scope of the introspection to the Amarnath issue. Are Hindus angry only with the hypocrisy of the government on the land issue? Are there no other topics that make them furious?

Hindus are a peace-loving people. The average Hindu is easy-going and accepts you and your diversity, whether you are Christian, Muslim, Parsi or Jain, Arab, French or Chinese. He goes about his business and usually does not interfere in yours. In fact they take it a little further: They hate trouble and go out of their way to avoid it.

Everywhere in the world, on the other hand, Hindus are hounded and humiliated; be it in Fiji where an elected government was twice deposed in an armed coup, or in Pakistan and Bangladesh, where Muslims target Hindus every time they want to vent their anger against India (read Taslima Nasreens book Lajja). There were one million Hindus in the valley of Kashmir in 1900. Only a few hundred are left today, the rest having been forced to flee through terror. In Assam, Tripura, or Nagaland, Hindus are being outnumbered by Bangladeshi illegal immigrants and terrorised by pro-Christian separatist groups, such as the Bodos or the Mizos, while local governments often turn a blind eye. Their temples are being taken over in states like Kerala or Karnataka, the donations appropriated by the state governments.

Yet in 3,500 years of known existence, Hindus have never invaded another country and never tried to impose their religion upon others. No, it has rather been through peaceful invasions that Hinduism has stormed the world, whether in the East, witness Angkor Wat, or in the West today, where the byproducts of Hinduism, yoga, meditation, ayurveda, pranayama have been adopted by millions.

Hindus also gave refuge to all persecuted minorities of the world. Its a pity that these two communities turned against their Hindu brethren , the former by way of lured conversions, and the latter with bloody invasions.

Hindus, who accept everybody and welcome all religions, are mocked and bombs are planted in their markets, their trains and temples are attacked, they are chased out of their homelands; television and newspapers make fun of them, their own politicians ostracise them.

So, sometimes, Enough is Enough. At some point, Hindus, the most peace-loving people in the world, those Mahatma Gandhi once called gently cowards, erupt in fury uncontrolled fury.

Yes, one should condemn the Gujarat pogrom, but one should look also at the causes. It is not only the 36 innocent Hindu women and children who were burnt to death in a train by a mob of criminals. It is also how much silent frustration and anger must have built over the years, decades, or centuries even, amongst Gujarati Hindus, that in one moment, 1,25.000 Hindus, normal, peaceful people, came out on the streets of Ahmedabad with such fury.

The same thing is true of Jammu and the Amarnath issue. Hindus never complain about their government giving billion of rupees to Indian Muslims for the pilgrimage to Mecca. But when Hindus need shelters, toilets and basic facilities at a height of 15,000 feet to worship at Amarnath, it is denied by the same government. So they erupt in fury.

Instead of appealing for calm and communal harmony, instead of giving us all this eyewash about a 500-year-old Dargah mostly patronised by Hindus political leaders, journalists, and spiritual leaders, would do well to look at the root cause of Hindu fury, and try to address their frustrations.

Journalists should also do a little bit of introspection. Hindus have had enough. If this government, or the next, does not take note of their frustrations, we might very well see more Jammus erupting in the coming months and years.

THE RIGHT VIEW

Reclaiming India
- Tarun Vijay

None should say Omar is not allowed in Jammu. Let him come, listen and
speak. Like any other Indian should feel free to visit Kashmir or any
other part of the nation. He is welcome to visit my home even if he
denies me a piece of land in Kashmir. Why should a few words uttered
by him make me change my Indian-ness? If he spoke in Parliament as a
Muslim, asserting his Islamic identity, let denial of land to Hindus
be his Islam and my Hinduness must keep my nation as a free democracy
where difference of opinion is a natural phenomenon unlike Islamic
countries.

I had listened to Omar Abdullah when he was in Vajpayee's cabinet and
felt he had great potential to be an influential Indian leader. He
spoke for India and brilliantly too. Now, if he has chosen to be just
a regional one, it's his choice.

But he must stop to think why he can own a bungalow in Delhi or
Bangalore and at the same time deny that privilege to a fellow Indian
in Kashmir?

Kashmiri Muslim leaders would like to enjoy the fruits and liberties
of a Hindu majority democracy but vehemently deny that to Hindus in
their area of influence. Why?

When they are in a minority they crave and get special privileges. But
once a majority, every single right to be at par is refused to other
minorities.

It's the same phenomenon all over the globe. A direct consequence of
turning Wahabi. Wahabi intolerance and separatism is poisoning Muslim
brotherhood too. A brilliant report in TOI elaborating how Wahabi
elements are gaining ground in the small towns of Gujarat and the
softer, humane version of Islam, the Bareilevi school, which is
resisting their aggressive expansionism makes an interesting reading
and gives a frightening picture of the inter-communal strife within
Muslim society.

Kashmir is predominantly Sunni and Wahabi. Hence the intolerance that
denies even the basic features of Kashmiriyat.

And see what the de-Indianised intellectuals wrote on the front pages
in Delhi's newspapers: "All over a piece of land!" Really?

Then why are the Indian soldiers defending a barren piece of dead snow
in Siachen? Or what's that piece of cloth known as the Tricolor? Is it
worth dying for?

Jammu is witnessing a mass patriotic uprising, unprecedented till now.
It's a Second Ayodhya enveloped in the Tricolour outshining the 1952
Praja Parishad movement, which demanded one flag, one constitution and
one head of the state. Dr Syama Prasad Mookerjee was martyred for this
cause in the jail of Sheikh Abdullah, grandfather of Omar. The
situation hasn't changed in the last 56 years. It has in fact
worsened.

Such a mass movement goes beyond the controls of any party or
organisation. For the last 20 days, the roads are empty and markets
closed. The sudden eruption of protests has seen grandfathers and
grandsons and mothers and grandmothers ringing bells against Muslim
separatism and shouting at the top of their voice: "Har har Mahadev".
Such a protest by every single member of families who had never come
out for a public demonstration can't be engineered. It's an uprising,
a spontaneous expression of anger accumulated in the last five decades
of misrule by people of suspect loyalties. The Doctor’s Association,
Bar Association and Govt. Employees Association, Sikhs, Gujjar-
Bakkarwal Muslims and Congress MLAs defying their party, the Hotel
Association and every single sect of Hindu society have joined and
supported the movement.
One young man, Kuldeep Kumar Dogra, took his life in utter disgust
after reciting a patriotic poem before the hunger strikers in Jammu.
Policemen in plainclothes forcibly took his body away and tried to
burn it in his village in the dead of night without even informing his
family. A monk saw them burning the pyre with country-made liquor and
used car tyres and managed to alert the villagers. The policemen ran
away seeing the protesters swelling in number. And none of the human
rightists raised a voice of dissent. Did the policemen belong to India
or an enemy country?

In fact the whole movement is a revolt of Tricolour people against
unpatriotic politics on Kashmir. It's an effort to reclaim India in a
region where the central leaders and regional parties have abandoned
the idea of pan-Indian nationalism and geographical integration. India
has been reducing every day in the valley and the seculars keep on
counting their votes and encouraging separatists at the cost of an
Indian identity.

After all, the Amarnath Shrine Board was created on the recommendation
of the Nitish Sengupta Committee formed by the state government in
1996 when more than 250 Amarnath pilgrims died in a snowstorm. That
made the state government realize that facilities are inadequate and
hence a committee was formed under the chairmanship of retired senior
IAS officer Sengupta. The government accepted the recommendations of
the committee a year later and decided to create a separate board on
the pattern of the Mata Vaishno Devi Shrine Board through an act
passed by the Farooq Abdullah goverment in 2000. The Secretary,
Tourism Depaetment, was appointed CEO of the board.

Initially, toilets and other facilities were added but they proved
inadequate as neither the office of the shrine board was set up nor
any staff worth its name was appointed. It was only when Gen. SK Sinha
took over as Governor in 2003 and hence became Chairman of the Shrine
Board that the office was established with Arun Kumar, IAS, as its
full-time CEO. Kumar changed the entire gamut and pilgrims were
provided with livable camping facilities.

Earlier, mahants and local interest groups were taking home all the
offerings of the shrine. Now the shrine board regulated the income,
spending it on providing more facilities to pilgrims and regularizing
the fare structure regarding pony hiring, collies, camping sites,
toilets and emergency medical help. The chief mahant was given huge
compensation and other Muslim helpers were employed in the board.
Kumar also introduced bacterial toilets using the latest Japanese
technology which was environment-friendly and turned night soil into
usable fertilizer for local farmers. Prior to this, concrete toilets
had proved a colossal waste as they would get choked and the entire
structure needed to be demolished. But this had proved profitable for
the local contractors; hence, when the new green technology was
introduced the contractors’ lobby protested and the then Chief
Minister, Mufti Mohammad Sayed, halted the work in 2005. As a result
of it, the Shrine Board approached the High Court which gave a stay
order and the work continued.

It's noteworthy that during the while that the Secretary, Tourism was
acting as the CEO of the Shrine Board, all the toilets and camping
facilities were constructed on government land and nobody objected. It
was only when the bribe channels were stopped for the politicians’
protégés that they objected to government land being used for
pilgrims. Hence, after the stay was obtained from the High Court, the
Shrine Board asked the state government in 2005 to regularise use of
government land by formally transferring a few plots of land to the
board en route to the Amarnath shrine. It took three years to take a
decision and finally on May 26 this year, the state cabinet passed a
proposal diverting (not selling or leasing) 38 hectares of land near
Baltal to the Shrine Board on a temporary basis at a cost of Rs 2.5
crore. The Minister of Forest, under whose jurisdiction the land was
diverted for the Shrine Board's use, was a member of the PDP headed by
Mufti.

After the order was signed, word spread that a huge amount of land had
been given to Hindus and now they would come and outnumber Muslims.
It's a plot against Kashmiri Muslims, it was argued. An anarchical
agitation began with Mufti, the Hurriyat and Omar Abdullah uniting to
deprive Hindu pilgrims a camping facility.

They needed to support their false presumptions and Arun Kumar's press
briefing was used for this purpose by communalising his innocuous
statement regarding environment and Hindu-Muslim solidarity. Kumar’s
entire press briefing is audio recorded and though he has been
suspended and an inquiry instituted, nothing can be proved against
him. In fact he is being punished for providing pilgrims better
facilities.

This is the genesis of the whole issue.

The same government has given hundreds of acres of land to Baba Gulam
Shah Badshah University in Rajouri and to the Islamic University in
Pampore. None objected. The all-encompassing nature of Hindus is taken
for granted as is their timidity.

You can tell the facts to those who would like to consider them and
not to those who play petty communal politics. Governor Vohra acted on
the advice of North Block and not only took back the letter for land
allotment on behalf of the Shrine Board without taking board members
into confidence, but also gave the charge of providing facilities to
the pilgrims back to the state tourism department, which means the
same murky business flowering again. With the Shrine Board having no
CEO at present, since Kumar's suspension hasn't been revoked, yatra
arrangements are in limbo. The Governor's secretary, who has a hundred
other tasks, has been asked to take care of the yatra.

Hindus have never been treated so contemptuously as is being done
under the UPA dispensation. Kashmir is the land of Shiva, the greatest
place of the Shaivite school of Hindu dharma. At every mile there was
a Shiva temple, but most Hindu temples have been razed in the valley
during the Islamic Jihad. More than 70 lakh pilgrims visit Vaishno
Devi and Amarnath every year and contribute enormously to the economy
of the state. Yet, Hindus have always been looked down upon and driven
out of their homes and hearth. This is the Kashmiriyat of the valley's
politicians and patriotism of their protectors in Delhi. The Kashmiri
leaders, so possessive about a hundred acres, never raise their voice
to take back 78,114 sq km of Jammu and Kashmir under the illegal
possession of Pakistan. Thousands of square km of land to Pakistan can
be tolerated, but "not an inch" to Hindus.

It was the political expediency of the communally "secular" leaders
that created the land row, but now the agitation has gone beyond the
land issue becoming a symbol of the struggle to ensure India's return
to the valley. The un-Indian elements have to be defeated so that the
honour of the Triclour can be protected in our land. The only fear is
that the politicians of Delhi may compromise, betraying the cause of
the people anytime.

This is the time when a complete abolition of all those acts which
segregate the valley from rest of the country are being demanded,
including the obnoxious Article 370, and a grand plan to have patriots
shifted from various parts of the country to Kashmir valley is
implemented, with priority given to soldiers who have served in the
area.

Jammu's agitation to reclaim India in J&K has to be supported by every
patriotic Indian. It's a pain of Indian nationhood and not just of the
Jammu region. Failing this movement will fail India.

Police kill 2 Hindu protesters in Kashmir
By AIJAZ HUSSAIN – 21 minutes ago

SRINAGAR, India (AP) — Police opened fire Friday on hundreds of rioting Hindus, angry over a recent government decision to not transfer land to a shrine in Indian Kashmir, police said. Two people were killed.

The two protesters died in a hospital in Jammu city after sustaining bullet injuries during the protest, said Ramesh Kumar, a police officer. Four people were also wounded and were in serious condition, he said.

Last month, the government in Jammu, India's only Muslim-majority state, decided to award about 100 acres of land to the Shri Amarnath Shrine Board, a trust that maintains the Amarnath shrine, a revered Hindu site.

The state government was forced to revoke that order after a week of often violent protests, in which six people were killed and hundreds wounded, by Muslim Kashmiris who denounced the move as an attempt to build Hindu settlements in the area and alter the demographics in the state.

But the cancellation set off protests by Hindus on Friday.

Kumar said police fired into the crowd after they were besieged by rock-throwing, angry protesters at Samba, a town on the outskirts of Jammu city. At least five policemen were also wounded during the clashes.

Earlier Friday, police had fired warning shots and tear gas to disperse hundreds of rioting protesters who had torched a police post, Kumar said. At least two policemen were injured in that clash.

"In order to stop the situation getting fully out of control, the government has finally imposed curfew in the city," he said.

The Amarnath shrine is a cave that houses a large icicle revered by Hindus as an incarnation of the Lord Shiva, the Hindu god of destruction and regeneration. Hundreds of thousands of Hindus are currently visiting the cave on an annual pilgrimage.

About a dozen rebel groups in the state have been fighting Indian government forces to carve out a separate homeland or to merge Jammu-Kashmir with Pakistan.

More than 68,000 people, most of them civilians, have been killed since the start of the rebellion in 1989.

Kashmiri Pandits join protest over Amarnath land row

By IANS,

New Delhi : About 500 Kashmiri Hindus, settled in the national capital, Sunday took to the streets and burnt effigies of a few political leaders against what they called "communalisation and politicisation of the Hindu shrine Amarnath".

Youths, who had drawn red lines on their forehead, blocked a road near Jantar Mantar, close to the city business hub Connaught Place, for over an hour.

They held placards reading, in red colour, "Kashmiri Pandits still alive... U dare not do that", "Ethnic cleansing of Hindus... Genocide.. Exodus.. Now the revocation of land transfer!!!" and "Don't ignore our silence".

They burnt the effigies of former deputy chief minister Muzaffar Baig and militant-turned-politician Yasin Malik.

A minor clash took place between Kashmiri Pandits and the police when they set fire to the effigies of Mahbooba Mufti, People's Democratic Party (PDP) president, and another symbolising the Jammu and Kashmir government.

The protesters accused the political leaders of communalisation and politicisation of the sacred Amarnath shrine.

"The ongoing crisis in the Valley is a well-crafted exercise by the separatists and some `anti-national' forces. It comes at a time when the Amarnath pilgrimage was in progress and the Jammu and Kashmir elections are round the corner," said Amal Magazine, a coordinator with Roots In Kashmir, a group that organised the protest.

Ajay Raj Kaul, another activist, termed Jammu and Kashmir Governor N.N. Vohra's decision to ask the state government to retain the land allotted tyo the Shri Amarnath Shrine Board (SASB) as "immature".

"The land transfer is justified for the benefit of locals and as well the pilgrims. Over six hundred Hindu temples and shrines have been desecrated and destroyed as a part of a systematic plan of cleansing the Valley of any traces of its glorious Hindu past," said Kaul.

He also criticised the PDP that withdrew from the Ghulam Nabi Azad-led coalition government Saturday.

"They are at the forefront of this mayhem, fuelling the anti-Hindu campaign in the Valley," he added.

Kashmiri Pandits warned the government of a possible backlash on Amarnath shrine issue.

"This should be treated as a warning to the government that there will be a severe backlash and mayhem of the same magnitude as is being seen on the streets of Srinagar if the land transfer is reversed," said Pooja Shali, a female activist.

The Jammu and Kashmir government Sunday said it will retain the forest land allotted to the SASB.

The move came a day after the PDP left the government in crisis by pulling out of the Congress-led coalition amid differences over the allotment of the forest land in north Kashmir's Baltal area.

The Kashmir Valley has witnessed violent protests in the past week, after the state government March 5 allotted 40 hectares of forest land to the SASB, which till now managed the annual pilgrimage to the Hindu cave shrine in south Kashmir.

The Jammu and Kashmir cabinet March 5, 2008 allotted the 40 hectares of forest land in north Kashmir Baltal base camp area of the Amarnath Yatra to the SASB headed by the state governor for facilities for the pilgrims.
